I'm not sure how to take his flirting with Chizuru; obviously, there's an ulterior motive, and to top it off she's obviously heavily and shamelessly into him so it's not like he really even has to try to turn on the charm. A dry "let's date" pretty much does the trick. I get the impression he'd be pretty shameless and forward if he were flirting, myself, but that's because that's how he is in almost everything else, and in the only remotely 'flirtatious' scene we see---which is, as you mentioned, not exactly an honest, pure expression of romantic/sexual interest.
I'm really not sure at all how he reacted to the suicide attempt, because I don't know how he found out, and I don't know how Seishin reacted to his reaction, or if he even mentioned that he knew to Seishin at all. If I were to do the fic, I think I might try it along the lines of "neither of them actually say anything outright, and nothing is really clearly communicated." That's not because that's the only way I can see it, but because that's the first thing that comes to mind and is the easiest to imagine---because I'm imagining nothing, forced nothing. If he didn't hear from anyone else, my bets would be either on seeing the scar or reviewing medical charts the first time Seishin gets any medical treatment or check ups---if he even has. Somehow, Seishin bringing it up himself seems unlikely to me: he forgot about it until Sunako brought it up, and I imagine he hadn't seen Toshio for a long while after the incident and probably forgot it again by the time Toshio came back.
