I think it was Tokujirou he visited. And, sadly for Shinmei, limbs missing or damaged when you were alive don't heal via Shiki. Respiratory issues likes TB or viruses or infections, I don't know about; Shiki don't respire, after all...

At least in the manga's end, Tsuhara, the guy who just scooped up his manuscript, told him to fix it, then published it, all while Seishin thought nothing of it, was the one who published Seishin's Shiki.
Granted, that's just how I'm reading it at this point. That'd be pretty hard to understand without having access to his internal narratives like we do (*if* it is even the correct take on things), even for someone like Ozaki. Maybe especially for someone like Ozaki.
